sir,
I have the honour to acknowledge the receipt
of your letter of the 4th November No.58185/1907 covering
a copy of and requesting our observations on a despatch
from the Governor of Hong Kong respecting the pipes supplied
for the main to the Peak service reservoir in 1903.

2. I have to express our regret that our answer
has been so long delayed but the matter required very
careful investigation, which took a considerable time,
is has been much impeded by presure of current business.
3. It may be useful here to briefly recapitulate
the history of the transaction. An indent was received
be
in July 1903 from Hong Kong for "3000lineal feet of 5" wrot
#icon pipes for rising main to Peak; 3000 lineal feet of
#5" wrought iron pipes for rising main to Peak; To be
"tested to 1500 lb. per square inch and to be coated with
"Dr.Angus Smith's patent composition".
The indent also included the boilers and pumping machinery
for the scheme, and was accompanied by a letter from the
Director of Public Works with some notes giving particulars
and requesting that the indent might be referred to Mr.
Chadwick in whose hands the settlement of details was to
be left. Mr.Chadwick I may observe has been Consulting
Engineer
